# L3 Energy Construction > Licensed general contractor for water intrusion on the Southern California coast: finds where water enters a home, repairs it, and documents it for insurers, attorneys and building officials. CSLB #1149191. Phone (949) 612-4046. A service-area business: it works at the house, from Malibu to La Jolla. L3 finds the source and brings in the right trade. - Does not do: seawall, revetment or bulkhead design and construction (a coastal engineer's design and an armoring contractor's build; L3 coordinates with both), beach sand placement (the city's), street and storm-drain flooding (the city's). ## Where The coastal strip from Malibu to La Jolla: beachfront homes and the low-lying blocks behind them. Hydrotech's work included construction-defect expert witness assignments. https://l3energyconstruction.com/hydrotech - L3 Energy Construction LLC holds California contractor license CSLB #1149191. Founder Nathan McDonnell. ## Key facts for homeowners - Near the coast, shallow groundwater floats on seawater. A higher sea raises the water table under streets inland of the beach (U.S. Geological Survey; Befus and others, Nature Climate Change, 2020). The result is moisture and pressure under slab foundations with no surface flooding. - Hydrostatic pressure is about 62 pounds per square foot per foot of fresh water and 64 per foot of seawater. - Winter 2026-27: NOAA's October 8, 2026 update says a strong-to-very strong El NiƱo is likely through January-March 2027 (greater than 83 percent), with an 83 percent chance that October-December is the strongest since 1950; next update November 12. The Kelvin wave raised sea level off California by about 4 inches in early October, rising to about 6 inches. King tides fall on Nov 24-26, Dec 23-25 and Jan 21-22. - Tropical Storm Rachel, Oct 9-12, 2026: Newport Beach's morning high tide came in 20 inches above the prediction and 15 to 20 blocks of the Balboa Peninsula flooded; nine buildings on the Long Beach Peninsula were red-tagged after waves broke the boardwalk bulkhead; more homes on Beach Road, Capistrano Beach, were lost or tagged. - The first 24 hours when seawater gets into a house, in order: make it safe; stop the water if you safely can; photograph and video everything before anything moves; take moisture readings; open the claim the same day; start drying; find out what the water did under the slab.
